PROJECT “EQUIPPING POLICE PREMISES FOR WORK WITH VULNERABLE GROUPS (CHILDREN, WOMEN, VICTIMS OF VIOLENCE, MINORITY GROUPS)”

Supported by the Norwegian Embassy to BiH and implemented by the Republic of Srpska Ministry of the Interior Women Network - RS WPON
In mid-2014, the RS MoI Women Network-RS WPON applied at the call for projects announced by the Norwegian Embassy to BiH concerning the assistance of this Embassy to flooded areas in BiH in 2014. The project concept was drafted and developed by the Network members in accordance with the needs of the flooded PSC Doboj in terms of equipping one office in PSC Doboj for police work with vulnerable groups. The project has been fully accepted by the Norwegian Embassy to BiH and the RS MoI Women Network-RS WPON has been granted funding for the implementation of project activities over a period of 4 months related to: procurement of office furniture and technical equipment, hiring cleaners and painters, procurement and installment of laminate flooring, furnishing the office and putting it to use.

The minister of the interior approved the signing of the project and the implementation of the project activities.

On October 17, 2014 the Republic of Srpska Ministry of the Interior Women Network – RS WPON and the Norwegian Embassy to BiH signed the project “Equipping Police Premises for Work with Vulnerable Groups” (children, women, victims of violence, minority groups).

About Project
The project “Equipping Police Premises for Work with Vulnerable Groups (children, women, victims of violence, minority groups)“ in PSC Doboj was implemented from November 1, 2014 to February 28, 2015.

In accordance with the Project, office furniture and technical equipment were purchased. The designated office was cleaned, painted, floored with laminate, equipped with air conditioning, furniture and equipment and put to the intended use.

All costs incurred in the implementation of this project were covered by the grant.

Need assessment
The floods that hit BiH during May 2014 flooded the RS MoI – PSC Doboj. Most of these premises have not been renovated and put to regular use yet. Therefore, working conditions for police officers of the RS MoI are significantly hindered (a large number of police officers work with a large number of parties in a small space in a small number of offices, privacy is not provided during the interview, the problem is the time required to set aside for a large number of parties etc.).

With this project i.e. equipping one office in PSC Doboj, work of police officers with vulnerable groups (children, minors, women and minority group victims of violence and hate crime) would be facilitated and improved.

The work with victims requires a special approach – taking necessary time for interview; providing privacy during the interview, which cannot currently be enabled due to objective circumstances (a large number of police officers share the same office); dealing with minors requires the presence of parents, defense counsel and representatives of the guardianship authority, etc. The first step in this process is to provide the elementary conditions for making contact, interviewing and taking statements in offices that are neatly set up, cleaned and prepared to take as long as necessary to work with these persons.

The implementation of this project enabled better conditions and quality work of the police officers of PSC Doboj with the population listed as the target group of this project.
